William Ridley Spaulding, Legislator, Engineer and Educator, died on November 1, 2021 at 97. Following 22 years with the National Security Agency, he was elected to the first City Council after the restoration of limited Home Rule to DC. He served three terms as Ward 5 Representative.
Preceded in death by one daughter, he is survived by his wife of 67 years, Dolores; two daughters, three sons-in-law, two grandchildren and spouses, two great-grandchildren, and a host of nieces and nephews, great-nieces and nephews, cousins and friends.
