Born on September 15, 1938, to Ella T. and Edward L. Briscoe in Washington, DC, Raymond was one of six children raised along O Street in Northwest Washington. Faith, family, and community shaped the foundation of his life. He received his Catholic sacraments at Holy Redeemer Catholic Church, instilling in him a devotion that remained steady throughout his years.
After graduating from Phelps Vocational High School in 1957, Raymond proudly enlisted in the United States Air Force. He was stationed at Dyess Air Force Base in Abilene, Texas, and later in Guam. Serving as a sheet metal specialist repairing jets, he refined a lifelong passion for understanding how things worked. Raymond had a remarkable mechanical mind and a patient curiosity — he could take something apart, study it, and put it back together better than before.
Following his honorable service, Raymond returned home to Washington, DC, where he continued his education at Federal City College and Howard University, earning a Master of Social Work degree. His commitment to service extended beyond the military. He took pride in his work as a postman and later in his career with the U.S. Government Printing Office.
It was at the Government Printing Office cafeteria where fate intervened. Raymond met Betty Williams, and as family lore tells it, their eyes connected across the room. After two years of courtship, they were married on June 15, 1963. In 2025, they celebrated an extraordinary 62 years of marriage — a testament to enduring love, faith, and partnership.
Together, Raymond and Betty were blessed with their son, Raymond Joseph Briscoe, Jr., whom Raymond loved deeply and guided with steady wisdom and strength. Raymond Joseph Briscoe, Jr. is married to Lisa, and together they have two children, Harper and Roman. Being “Granddad” was one of Raymond’s greatest joys. He cherished every moment with his grandchildren and took immense pride in their lives and accomplishments.
He was selected Grand Knight, Knights of Columbus, Keane Council 353. He was appointed District Deputy #2 to the DC State Council of Knights of Columbus
Raymond is survived by his beloved wife, Betty Briscoe; his son, Raymond Joseph Briscoe, Jr. (Lisa); his cherished grandchildren, Harper and Roman; and his surviving brother, Reginald
Briscoe. He was preceded in death by his parents, Ella T. and Edward L. Briscoe, and his other siblings.
Raymond lived a life defined by faith, service, intelligence, and devotion to family. He was a man who built things — not only with his hands, but with his heart. He built a career, a marriage that spanned more than six decades, and a legacy rooted in love and resilience.
He will be deeply missed, forever loved, and always remembered.
