Ann was born on September 21, 1933, in Chicago, Illinois, the youngest child of Harold and Lucille Grigsby. Ann came to Washington, DC with her parents in 1936. She attended Lucretia Mott Elementary, Banneker Junior High and Dunbar High School.
One week after graduating from Dunbar High School (June 18th, 1951), Ann began working for the Atomic Energy Commission as a GS-2 clerk typist. She subsequently worked for the Department of Energy until she retired in September 1986. At that time, Ann was one of only eight black women in the agency at the GS-14 level.
Of the many different positions she held, Ann was most proud of her service as Director of a Summer Science Student Program in partnership with the Department of Labor. The program was for academically talented but economically disadvantaged high school students seeking to pursue technical, paraprofessional, and professional energy-related careers. The program was operated at eight sites in California, New Mexico, Ohio (two sites), Nevada, Kentucky and Puerto Rico (two sites).
Ann is predeceased by her first husband, Hampton Montague, who she married on November 20, 1664, and who died on January 8, 1978.
On April 4, 1987, Ann married Dr. Herman F. Stamps Jr. During their marriage, Ann relocated with Dr. Stamps to Selbyville, Delaware to run a radio station. After his death on August 27, 1998, Ann attempted to run the radio station until 2002 when she decided to sell it and returned to their home in Washington, DC.
Ann was baptized by Rev. Jerry A. Moore at 19th Street Baptist Church on March 6, 1949. She joined Fellowship Baptist Church in March of 1998 and has been a faithful, loyal member serving as Trustee, Associate Clerk and in all other ways asked of her.
