Charles James Willoughby, Sr. was appointed Inspector General of the District of Columbia by Mayor Anthony Williams in 2005 and served in this position under three Mayors until 2014. Prior to his appointment, Mr. Willoughby was Assistant Inspector General and Counsel in the Federal Communications Commission Office of the Inspector General; Senior Associate General Counsel for Litigation in the Office of the General Counsel at Howard University; Staff Counsel for the U.S. House of Representatives Committee on Standards of Official Conduct ("Ethics Committee"); Assistant U.S. Attorney at the United States Attorney's Office in Washington, DC; Staff Attorney with the World's Fair, New Orleans, LA; Assistant City Attorney in the Office of the City Attorney, New Orleans, LA; and Staff Attorney with Southern Minnesota Legal Services.
He is survived by his wife of 42 years, Brenda Atkinson-Willoughby; two sons, Charles James Willoughby, Jr. (Cassandra), and Logan Brooks-Atkinson Willoughby; three grandsons, Charles James Willoughby III, Amileo Paniagua, and Dante Olivieri-Torres; one brother, Dr. Lionel Willoughby (Pearline); one sister, Cassandra Merriles; four sisters-in-law, Virlynn Atkinson-White (Blaine), Deborah Atkinson, Leslie Atkinson, and Toni Atkinson-Williams (Reginald); one brother-in-law, L. Kelly Atkinson, Jr. Also surviving are a host of nieces, nephews, cousins, other relatives, and colleagues.
